International implications of a worldwide copyright license

One of GPLv3\'s most daunting challenges stems from its worldwide success. Developers from all over the world choose to release their programs under the very same GPL. They expect the GPL to be enforceable, to be an effective tool to prevent their programs from being used to deprive users of their freedom to use, study, modify and share software. GPL thus strives to be an international copyright license, one that can be used without any changes in many different legal systems, including differences such as those present between copyright and droit d\'auteur. This panel will discuss the difficulties present in drafting such a license, as well as the GPL\'s strategy to avoid those obstacles.

Fernanda G Weiden

Fernanda is a council member of Free Software Foundation Latin America, also acts as package maintainer on Debian Project and is a member of Debian Women - project focused on including women to contribute on Debian development.

Besides, is a Free Software activist in Brasil, acting in some projects like Projeto Software Livre Brasil (Free Software Project Brasil), a national group promoting technological independency and awareness on Free Software in Brazil. One of the founders of Projeto Software Livre Mulheres (Women Free Software Project), that works on projects to increase digital inclusion of women and assist feminist NGO\\\'s and social groups with understanding and using Free Software.

Federico Heinz

Born in 1963 in Córdoba, Argentina, I\'ve been programming computers since I was nineteen. As president of Fundación Vía Libre, my main activity is the promotion of Free Software as the essential cultural technique of a democratic and egalitarian digital age, and as a tool for achieving sustainable economic development and technological independence. As President of Free Software Foundation Latin America, I work towards furthering the use and development of Free Software in our subcontinent, as well as strengthening the international network of Free Software Foundations. I help organizations, both public and private, recognize the advantages of the use and development of free software, I lead free software development efforts focused on the needs of latin american society, and I advise lawmakers in several countries on the social implications of information and communications technologies. I am also one of the FSF\'s GNU speakers.

Pablo Palazzi

Pablo Palazzi is an attorney at law graduated from Catholic University of Argentina with an LLM in International Law from at Fordham University (LLM International Business and Trade Law), where he was a World Bank Scholar. He is also Co-Director of the web site Ulpiano.com. His principal area of expertise is data protection, Internet law, and Intellectual property law. He has written and spoken extensively about the challenges that new information technologies are posing to the traditional legal regimes.

Thiago Tavares Nunes de Oliveira

Professor de Direito da Informática e Informática Jurídica da Faculdade de Direito da Universidade Católica do Salvador. Pesquisador e ativista das questões filosóficas, sócio-econômicas e jurídicas do Software Livre no Brasil desde 2002. Membro do PSL-BA e Pesquisador do CTS/FGV. Cursou o Internet Law Program 2003 do Berkman Center For Internet and Society (Harvard Law School). É o Presidente e Diretor de Projetos da SaferNet Brasil (www.denunciar.org.br), ONG responsável pela primeira central nacional de denúncias de crimes e violações contra os Direitos Humanos na Internet, construída e operada integralmente com softwares livres.
